Primary rights can’t be violated in name of law & order, says former DGP of UP

Police excesses, insensitivities and complaints of unprofessional behaviour have been repeatedly condoned as long as law and order was maintained. As a result, the message that has gone down the line in the police hierarchy is that legalities, niceties, and such transgressions will be ignored as long as the job is done.
