The ambitious Green India Mission (GIM) plan for undertaking afforestation activities under the National Action Plan on Climate Change (NAPCC) has hit roadblocks in some states, resulting in a 30% shortfall in target from 2015-16 to 2020-21. Though five of 15 states/Union Territories shortlisted for the Mission have achieved 100% of their target, three others — West Bengal, Himachal Pradesh and J&K — have so far not come on board to improve the quality of green cover in the country.
