Bonn climate talks: 'The climate reality outside is forcing shared and common experience, which should forge a common commitment'

The decision to begin negotiating on all items, accepted and in contention, without adopting an agenda was unusual enough that it became a punchline at the recent diplomatic reception hosted by the incoming COP28 presidency of UAE. More than ending up as a punchline, this approach carries a fair bit of risk. Failure to resolve differences over the contentious items would result in the agenda not being adopted.
